This scope of work is for regulatory technical assistance, disposal of previously
generated containerized waste, monitoring well elevation survey, conducting a sensitive receptor survey,
and conducting four quarterly groundwater monitoring events for the Boyett Petroleum retail fuel facility i
located at 419 South Main Street in Manteca, California. This work is being conducted at the request of Mr.
Dale Boyett of Boyett Petroleum pursuant to a directive from Mr. Jeffrey Wong of the San Joaquin
Public Health Services Environmental Health Division (SJCPHSEHD) in a letter dated November 27,
2000 (Attached), and meeting between Messrs. Jeffrey Wong and Nuel Henderson of the SJCPHSEHD
and Todd Hafner of Condor on August 15, 2002. During a meeting at the SJCPHSEHD offices on
August 15, 2002, Condor personnel reviewed historical data and discussed proposed work with Messrs.
Wong and Henderson. Groundwater quality data collected by others in December 2001 indicates the
primary groundwater contaminant is MTBE with minor concentrations of BTEX and gasoline
oxygenates/additives. The groundwater gradient direction reported by others for December 2001 was
toward the north. Previously reported groundwater gradient directions have been highly variable,
however. Messrs. Hafner, Wong, and Nuel agreed that the attached scope of work is appropriate.for the
site.
A detailed scope of work and a cost estimate for the proposed work is attached. The estimate includes
Condor's estimated costs for assisting with disposal of previously generated containerized waste (soil
and groundwater), surveying the nine existing groundwater monitoring wells to meet the requirements of
California Assembly Bill 2886, conducting a sensitive receptor survey within a 2,000-foot radius of the
site, and conducting four quarterly groundwater monitoring events which include laboratory analytical
costs based on California Certified Laboratory. This pre-approval request includes the following items as
attachments:
1. Pre-Approval Request Form;
2. San Joaquin County letter from Mr. Jeffrey Wong, dated November 27, 2002
3.
