v
SCOPE OF WORK
REGULATORY TECHNICAL ASSISTANCE,DISPOSAL OF CONTAINERIZED WASTE,
MONITORING WELL ELEVATION SURVEY,SENSITIVE RECEPTOR SURVEY,AND
QUARTERLY GROUNDWATER MONITORING
Prepared for
Boyett Petroleum
P.O.Box 576277
Modesto, CA 95357
CET Project#3761P
September 26,2002
This scope of work is for consulting services to include: regulatory technical assistance, disposal of
containerized waste, monitoring well elevation survey, sensitive receptor survey, and quarterly groundwater
monitoring for the Boyett Petroleum retail fuel facility located at 419 South Main Street in Manteca,
California. This scope of work is provided in response to recent conversations between Messrs. Todd Hafner of
Condor and Jeffrey Wong and Nuel Henderson of the San Joaquin County Public Health Services
Environmental Health Division (SJCPHSEHD). The purpose of the project is to conduct corrective action to
lead to eventual site closure, and to address requests from Mr. Wong of the SJCPHSEHD regarding the site.
SCOPE OF WORK
TASK 1 Condor will provide regulatory technical assistance by preparing and submitting a pre-
approval request and reimbursement request to the underground storage tank cleanup
fund.
TASK 2 Condor will assist Boyett Petroleum in removing the containerized waste currently
stored at the site that was generated by others.
TASK 3 Condor will survey the nine groundwater monitoring wells to meet the requirements of
California Assembly Bill 2886. The wells will be surveyed using conventional
methods, GPS, or a combination of both. The location of the wells will be determined
to a minimum horizontal accuracy of one foot and a minimum vertical accuracy of
0.01 foot. The re-survey of the wells will be useful in rectifying the issue of variable
groundwater gradient directions reported for the site and will be beneficial for
evaluating the lateral and vertical extent of the contaminant plume.
TASK 4 Condor will conduct a sensitive receptor survey within a 2,000-foot radius of the site.
Identification of nearby sensitive receptors is important due to the highly mobile
nature of MTBE in groundwater and because the highest concentrations of MTBE at
the site are located along the northern border of the site.
TASK 5 Condor will conduct quarterly groundwater monitoring at the site as required by the
SJCEHD. According to the SJCEHD, the last quarterly monitoring report submitted
for the site is for the fourth quarter of 2001. The quarterly groundwater monitoring
schedule established for the site indicated the monitoring wells have been sampled
during the last month of the quarter.Condor will maintain this schedule by conducting
the third quarter 2002 sampling event in September.
PA3761P Boyett Manteca\UST Fund\Pre-Approval\Scope of Work.doc
\I
4rS
i CONDOR
