We do not <br /> concur with the City's consultant's recommendation for no further <br /> investigation. The ground water underlying this site is contaminated and will <br /> require further investigation and possible cleanup. We believe that this <br /> contamination is not naturally occurring and therefore has been caused by <br /> previous activities at the site or by the materials used to build the island <br /> itself. (See attached memo for details. ) <br /> Normally, an investigation and cleanup of pollution which threatens to degrade <br /> waters of the State would be overseen by the Regional Board. However, because <br /> of severe staff and funding shortfalls, we will be unable to provide technical <br /> oversight of your case. <br /> Singe we cannot oversee your case at this time, we recommend that the City <br /> request project oversight from the San Joaquin County Environmental Management <br /> Department. Even though we will not be overseeing your investigation and <br /> cleanup, we would like to maintain a case file and be kept informed of your <br /> progress. Therefore, please provide this office with copies of all letters and <br /> reports concerning this matter.
