H. Introduction <br /> Site Setting <br /> The site is located on Banner Island in the City of Stockton, San Joaquin County, California, <br /> on a currently undeveloped parcel north of the Stockton Deep Water Channel and south of <br /> West Lindsay Street between Van Buren and North Madison Streets (Figures 1 and 2). The <br /> site is primarily comprised of silt and clay overlying zones of silty sand. The depth to <br /> ground water varies from 20 to 30 feet across the parcel, and the ground-water flow <br /> direction is north to northwest away from the deep water channel. <br /> The parcel was formerly a delta island that was reclaimed in the nineteen twenties with fill <br /> materials reportedly consisting of municipal solid waste and dredged material from the <br /> channel (RESNA, May 1992). The parcel was later occupied by a ship building facility from <br /> about the nineteen thirties until the nineteen seventies when buildings were cleared from <br /> the site. The City of Stockton currently owns the property, and the City's Redevelopment <br /> Agency has been coordinating soil and ground-water investigations to ensure that past land <br /> uses of the site do not adversely affect redevelopment efforts. <br /> Previous Soil and Ground-Water Investigations <br /> Preliminary evaluation of subsurface conditions began at the site in the summer of 1989. A <br /> preliminary report for the City of Stockton recommended an initial field investigation be <br /> conducted to assess whether historic site activities had impacted soil or ground water <br /> beneath the site (WaterWork, August 1989). That initial investigation, conducted in <br /> November 1989, included the construction of sixteen soil borings and two shallow <br /> monitoring wells (MW-1 and MW-2) spaced to evenly cover the site.
