Southern Pacific Pipe Lines, Inc. was contacted by the City <br /> on Monday, April 4, and informed of the contamination. On <br /> April 5, Southern Pacific shut down their pipeline and <br /> performed a pressure test on the pipe. Verbal reports from <br /> Southern Pacific are that no leaks were detected during that <br /> test. Additional testing by Southern Pacific Pipe Lines, <br /> Inc. is in progress. <br /> Since the Southern Pacific Pipe Lines carrier has apparently <br /> been shown to have no leaks and no other known of possible <br /> contaminated sources are in the area, the City believes the <br /> contamination is in equilibrium and not spreading. <br /> Therefore, the City proposes the following method of <br /> construction for the water pipeline through the contaminated <br /> area. <br /> 1 . The existing bore pit will be cleaned up by a <br /> certified company, American Environmental, and <br /> contaminated materials disposed of properly. <br /> 2. The existing 36" diameter casing will be extended <br /> to the south side of Byron Road south of the Southern <br /> Pacific track and beyond the contaminated area. <br /> 3. Auger returns taken during the casing extension will <br /> be disposed of properly by American Environmental. <br /> 4. The new water pipeline will be installed inside the <br /> steel casing and watertight seals placed in the annular <br /> space between casing and pipeline at each end of the <br /> casing. <br /> The City intends to begin this work on Tuesday, April 12, <br /> 1988. The same procedure will be followed at another <br /> proposed water pipeline crossing of the Southern Pacific <br /> track approximately 1000 feet westerly of Corral Hollow <br /> Road. Where similar contamination has been indicated by <br /> Southern Pacific Railroad personnel. <br /> If your agency has objection to this procedure or would be <br /> interested in discussing the matter, the City will be <br /> holding a meeting at the office of Harris and Associates, <br /> Inc. located in Tracy at 324 E. 11th Street, Suite H on <br /> April 11th, at 2: 00 P.M. , you are invited and urged to <br /> attend. If we don' t hear from you, we will assume your <br /> concurrence with our work plan. <br />
