WASTE DISCHARGE REQUIREM--.IS ORDER NO. R5-2004-XXXX -10- <br /> DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN <br /> SHARPE WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> 9. The wastewater treatment, storage, and disposal system shall be designed, constructed, <br /> operated, and maintained to prevent inundation or washout due to floods with a 100-year return <br /> frequency. <br /> 10. The facility shall have sufficient treatment, storage, and disposal capacity to accommodate <br /> allowable wastewater flow, design seasonal precipitation, and ancillary infiltration and inflow <br /> during the winter months. Design seasonal precipitation shall be based on total annual <br /> precipitation using a return period of 100 years, distributed monthly in accordance with <br /> historical rainfall patterns. <br /> 11. The freeboard in the evaporation/percolation pond shall never be less than two feet as measured <br /> vertically from the water surface to the lowest point of overflow. <br /> 12. On or about 1 November each year, available pond storage capacity shall at least equal the <br /> volume necessary to comply with Discharge Specifications No. 10 and No. 11. <br /> C. Effluent Limitations <br /> 1. Effluent discharged to the designated percolation ponds shall not have a pH of less than 6.5 or <br /> greater than 8.4. <br /> D. General Solids Disposal Specifications: <br /> Sludge, as used in this document, means the solid, semisolid, and liquid residues removed during <br /> primary, secondary, or advanced wastewater treatment processes. Solid waste refers to grit and <br /> screenings generated during preliminary treatment. Residual sludge means sludge that will not be <br /> subject to further treatment at the WWTF. Biosolids refers to sludge that has been treated and <br /> tested and shown to be capable of being beneficially and legally used pursuant to federal and state <br /> regulations as a soil amendment for agriculture, silviculture, horticulture, and land reclamation <br /> activities. <br />
