Page 8 <br /> Health and Safety Plan and Soil Management Plan <br /> Gleason Park Apartments Property <br /> April 21,2010 <br /> REMOVAL OF SOIL FROM PROPERTY <br /> No soil or other subsurface material (such as rubble, debris, etc.) should be removed from the <br /> property prior to evaluation/testing to determine the appropriate disposal method. If it is <br /> necessary to remove soil or other subsurface materials from the property, any such materials <br /> should be temporarily stockpiled on site prior to off-haul. The soils/materials intended for off- <br /> haul should be evaluated by a qualified environmental professional to determine appropriate <br /> disposal methods for the materials. Any removal and disposal of site soils or other subsurface <br /> materials should comply with all applicable laws and regulations. The handling, stockpiling and <br /> sampling of soils designated for off-haul should comply with the health, safety, and site control <br /> measures presented in this document. <br /> In the case of any soil materials designated for off-haul, a representative number of samples <br /> should be collected from the stockpiled soils for laboratory analysis to characterize the soil for <br /> disposal purposes. The number/frequency of soil samples collected should be determined by the <br /> environmental professional, and would depend on the nature and amount of the soils, as well as <br /> any requirements of the disposal site/facility. A typical frequency for such characterization <br /> sampling is three, four-part composite soil samples for every 250 cubic yards of soil. All soil <br /> sampling and sample handling should be performed in accord with standard environmental <br /> protocol. <br /> Soil samples collected for the purpose of off-haul characterization should be submitted to a <br /> State-certified analytical laboratory under chain-of-custody for analysis. At a minimum, the soil <br /> samples should be analyzed for total lead and soluble lead by the Waste Extraction Test method. <br /> The entity/facility designated to receive the soils may require additional analyses. The <br /> laboratory results should be reviewed by the environmental professional to determine the <br /> appropriate disposal method. Analytical test results and documentation prepared by the <br /> environmental professional should be provided to the property owner and the entity/facility <br /> designated to receive the soils. Written approval/acceptance of the materials from the receiving <br /> entity/facility should be received prior to off-haul. Any materials generated at the site for of <br /> haul that are characterized as a hazardous waste must be disposed at a facility designated to <br /> accept such wastes. Any site soil disposed of as hazardous waste should be accompanied by an <br /> appropriate manifest. <br /> In the case of any non-soil subsurface materials (such as debris, rubble etc.) generated at the site <br /> for off-site disposal, the materials should be stockpiled and evaluated by an environmental <br /> professional. The methods of evaluation should be determined by the environmental <br /> professional and would be dependant on the nature of the materials. Disposal decision regarding <br /> any such materials should be based on the results of the evaluation, requirements of the accepting <br /> entity/facility, and all applicable laws and regulations. <br />
