Highway 12
Lodi, CA 95242
REQUEST FOR REPORT OF WASTE DISCHARGE, TANKER IVASH USA, STOCKTON, SAN
JOA Q UIN COUNTY
On 12 August 2003, you informed me that you are constructing a truck tank washing facility and that the
wastewater generated will be applied to land. It is my understanding that trailers, which contained food
products, will be washed. Based on wastewater generated at similar trick washing facilities, this type of
waste has the potential to impact the quality of the groundwater. Therefore, Waste Discharge
Requirements (WDRs) must be adopted by the Regional Board before any wastewater can be
discharged. To obtain WDRs, you must first submit a Report of Waste Discharge (RWD).
To obtain site specific WDRs, consistent with California Water Code Section 13260, you are required to
submit a complete RWD at least 120 days prior to discharging wastewater. Adoption of the WDRs can
take longer than 120 days depending on the completeness of the RWD. You are encouraged to submit
the RWD as soon as possible so that adoption of the WDRs does not delay your ability to operate your
truck wash facility. Discharging wastewater without first securing WDRs is a violation of the California
Water Code and exposes the discharger to enforcement actions, including fines.
This letter constitutes a fon-nal request for an RWD from Tanker Wash USA. An RWD consists of the
Form 200 Application/Report of Waste Discharge General Information (enclosed), a filing fee, and the
answers to the Additional Questions. The RWD shall be prepared in a technical report by a California
Registered Engineer. The RWD, at a minimum, shall address the Additional Questions; it shall also
include any additional information required to explain the site specific processes.
The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing
fee schedule. We have determined that this discharge is categorized as 213, with a$2,700 annual fee.
Therefore, the RWD is to include a$2,700 check, made payable to the State Water Resources Control
Board.
California En14ronmental Protection Agency
i Recycled Paper
The energy challenge facing California is real.
