CASE SUMMARY <br /> Stagg High School is a school in the Stockton Unified School District with science, auto <br /> shop, drama and rt classes that generate hazardous waste. <br /> On September 29 2010, Mr. Garrett Backus, Senior Registered Environmental Health <br /> Specialist (RENS) San Joaquin County Environmental Health Department (EHD), <br /> performed a routi hazardous waste generator inspection with Mr. Butch Schmidt, <br /> Asbestos /Hazard us Waste Materials Technician, and Mr. Rocky Goehring, Safety <br /> Coordinator/Train r, both with the Stockton Unified School District. The school was on <br /> fall break. During he inspection of the science classes, Mr. Backus found many <br /> containersof unkn wn wastes, several which were left open over the school break. The <br /> following violation were written as minor violations and corrected within the allowed <br /> time frame. Incom atible chemicals were found stored together in the science classes. <br /> In the auto shop aa, several hazardous waste containers were not completely labeled <br /> or closed. One da aged lead acid battery and one oil filter were not containerized or <br /> labeled. Partially f II aerosol cans without spray tops were observed in the auto shop, <br /> and used fluoresc nt lamps were observed in the drama class area, and it could not be <br /> determined how to g these wastes have been on site. The facility did not have an <br /> emergency coordi ator or a modified contingency plan. Mr. Backus left an inspection <br /> checklist with the operator (Attachment 1). <br /> On October 14, 2010, Mr. Backus delivered the complete inspection report to Mr. <br /> Schmidt and Mr. Goehring (Attachment 2). <br /> On November 15, 2010, the return to compliance certification and supporting documents <br /> were submitted (Attachment 3). The facility provided a corrective action statement <br /> indicating that the 3,500 mL beaker found in Room F-7 contained a copper solid and <br />
