December 17, 2003 <br />Project: 100933/03000000 <br />Ms. Patricia Bonnifield <br />Ladd's Stockton Marina, Inc. <br />4911 Buckley Cove Way <br />Stockton, California 95219 <br />Re: Post Clean-up Confirmation Testing Report of the Sandblast Debris Area at Ladd's <br />Marina, Stockton, Ca. <br />Dear Patty: <br />The purpose of this report is to submit the results of the post clean-up confirmation testing of the <br />sandblast debris area at Ladd's Marina. The location of the marina is shown on Sketch 1. The <br />post clean testing was conducted in accordance with a work plan that was approved by the <br />Department of Toxic Substances Control (DTSC). <br />Background <br />The post clean-up confirmation testing was performed after the following activities were <br />conducted at Ladd's Marina. <br />• The San Joaquin County Environmental Health Department (SJCEHD) conducted an <br />inspection on May 12, 2003, in which three sandblast debris samples were collected and <br />analyzed for total metals. The results of the testing are shown on Table 1. The only <br />metal that exceeded the Total Threshold Limit (TTLC) was copper (2,500 milligrams <br />per kilogram [mg/kg]), which varied from 1,510 to 10,200 mg/kg. The TTLC is used to <br />define a Non-RCRA hazardous waste (this is a waste that is classified as a hazardous <br />waste under California regulations, but not Federal regulations). <br />• Ladd's Marina removed the sandblast debris in the soil after the results of the testing <br />performed by SJCEHD were provided. In addition to removing the known impacted <br />soil, the upper soil surface surrounding the sand blast area from the edge of the pad to <br />approximate 20 feet from the edge was removed. This soil material was stockpiled with <br />in the concrete -lined sandblast compound.
