<br />L SUMMARY
<br />On May 12, 2003, a hazardous waste inspection was conducted at the above referenced facility due
<br />to a complaint from the City of Stockton Fire Department that the business was sandblasting boats
<br />out of doors and waste was being deposited to the ground. On site during the inspection were:
<br />Michelle Le, Senior REHS, San Joaquin County Environmental Health Department; Leo Valdez,
<br />Department of Toxic Substance Control; Kent Miller, City of Stockton Fire Department and Allen
<br />Bonnifield, Ladd's Stockton Marina, Inc. Ms. Le asked Mr. Bonnifield if the investigators could
<br />perform a hazardous waste inspection, which would include, taking pictures, taking samples,
<br />reviewing documents, and inspecting the facility. Mr. Bonnifield agreed that the inspection would
<br />be permitted (Attachment 1-EHD Report, Attachment 2-DTSC Report).
<br />The inspection revealed the complaint to be valid. Sandblasting was being performed outdoors and
<br />waste was being stored on the ground near a wetland. Mr. Valdez took samples of the sandblast
<br />waste and of the background (Attachment 3). Mr. Bonnifield was questioned regarding how the
<br />sandblast waste was being discarded. Mr. Bonnifield answered, "It goes into the dumpster or
<br />sometimes the public comes and takes it."
<br />An identical set of soil samples was given to Mr. Bonnifield for analysis. Mr. Bonnifield asked if
<br />we would inform him if it was hazardous. We told him he would be notified. Mr. Bonnifield then
<br />asked, "Why do I need a sample if you're going to run it for me."
<br />Ms. Le informed Mr. Bonnifield not to dispose of or "give away" the sandblast waste until the
<br />sample results were returned.
<br />On June 12, 2003, Mr. Bonnifield was notified that the sandblast waste was hazardous for copper
<br />and possibly lead. Mr. Bonnifield was informed that he must handle this waste stream in
<br />accordance to Title 22, Hazardous Waste Regulations and this waste must be removed under a
<br />ENVIRONMENTAL HEALTH DEPARTMENT
