MODIFIED OPERATING PROCEDURE NO. HS-509 <br /> 509.0 Safety Guidelines for Drilling into Soil and Rock <br /> 509.1 Purpose <br /> The purpose of this operating procedure is to provide guidelines for safe conduct of <br /> drilling operations with truck-mounted and other engine-powered drill rigs. The procedure <br /> addresses off-road movement of drill rigs, overhead and buried utilities, use of augers, <br /> rotary and core drilling, and other drilling operations and activities. <br /> The procedures and guidelines established in this modified procedure meet U.S. <br /> Army Corps of Engineers (Corps) safety and health requirements, as stipulated in <br /> document EM 385-1-1, Safety and Health Requirements Manual. <br /> 509.2 Application <br /> The guidelines shall be applied in all WCC projects in which truck-mounted or <br /> other engine-powered drill rigs are used. The guidelines are applicable to WCC employees <br /> as well as employees of firms contracted by WCC to operate drill rigs. <br /> 509.3 Responsibility and Authority <br /> Drill rig safety and maintenance is the responsibility of the drill rig operator. Drill <br /> rigs safety and maintenance shall be in accordance with applicable regulations, including <br /> but not limited to 29 CFR 1910, 1926 and EM 385-1-1. <br /> 509.4 Safety Guidelines <br /> 509.4.1 Off-Road Movement of Drill Rigs <br /> Before moving a rig, the operator must do the following: <br /> • To the extent practical walk the planned route of travel and inspect it for <br /> depressions, gullies, ruts, and other obstacles. <br />
