3.27 Parties Bound. This Agreement applies to and is binding, jointly and severally, <br /> upon each signatory and its successors and assigns, and upon any successor agency of <br /> the State of California that may have responsibility for and jurisdiction over the subject <br /> matter of this Agreement. No change in the ownership or corporate or business status of <br /> any signatory, or of the facility or Site shall alter any signatory's responsibilities under this <br /> Agreement. <br /> 3.28 Effective Date. This Agreement becomes effective upon the date when it has <br /> been signed by DTSC and at least three of the Proponents. <br /> 3.29 Representative Authority. Each undersigned representative of the parties to <br /> this Agreement certifies that she or he is fully authorized to enter into the terms and <br /> conditions of this Agreement and to execute and legally bind the parties to this Agreement. <br /> 3.30 Counterparts. This Agreement may be executed and delivered in any number <br /> of counterparts, each of which when executed and delivered shall be deemed to be an <br /> original, but such counterparts shall together constitute one and the same document. <br /> Date: <br /> James L.
