EPA's primary goal was to obtain combliance with <br /> Underground Injection Control regulations and the round water <br /> protection provisions of the Safe Drinking Water A t. <br /> CONCLUSION: Caltrans witheld information necessary to make a compliance <br /> determination. <br /> I <br /> INSPECTION SUMMARY: Caltrans staff directed inspectors only to the <br /> vehicle washrack area. Caltrans ' consultant had o e site map, depicting <br /> the washrack, cleanout, french drain, leachfields, structures, and <br /> wells. Leachfield is assumed to be located beneata gravel portion of <br /> site. Inspectors were only given verbal details o proposed sampling. i <br /> Leachfield had been removed from service when sewe connection was <br /> constructed, at a date unknown to Caltrans staff. <br /> Inspectors asked to see more of the site, since Caltrans staff indicated <br /> that vehicle maintenance could have taken place in*her areas of the <br /> facility. Inspectors, Caltrans, and consultant wa ked perimeter and <br /> then walked interior perimeter. Noted was a well which Caltrans <br /> reported is not used for drinking) , a semi-permanent locked metal <br /> structure with a door labeled "Danger. . .Poisons, " ried waste asphalt, <br /> and 2 other locked structures of use unknown to Caltrans staff. <br /> Inspectors were not given access to repair bays, where we could have <br /> inspected for additional drains and evidence of good or bad materials <br /> management practices. <br /> The County's only work at the site has been regarding the removal of <br /> underground storage tanks. No hazardous materials business plan(?) or <br /> other information that could help identify sampling parameters? <br /> County and EPA expressed concern over discharges from other areas of the <br /> site, and inquired about chemical use and storage, <br /> particularly <br /> pesticides. Caltrans staff response was that his was to clean up <br /> the leachfield, period. <br /> i <br />
