' CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ' CLEANUP AND ABATEMENT ORDER NO. R5-2002-0718 <br /> FOR <br /> ' CHEVRON PRODUCTS COMPANY <br /> BANTA BULK FUEL TERMINAL <br /> BANTA, SAN JOAQUIN COUNTY <br /> This Order is issued to Chevron Products <br /> Company based on provisions of California Water Code <br /> Section 13304, which authorizes the California Regional Water Quality Control Board, Central Valley <br /> ' Region (hereafter Regional Board) to issue a Cleanup and Abatement Order. <br /> The Regional Board finds, with respect to the Discharger's acts or failure to act, the following: <br /> BACKGROUND <br /> ' L Chevron Products Company(hereafter Discharger) owns and operates a bulk fuel terminal at 22888 <br /> South Kasson Road in Banta (site), northeast of Kasson Road, surrounded on the north and west by <br /> agricultural fields and by a cardlock fueling facility to the southeast, as shown in Attachment 1, <br /> ' which is made part of this Order. <br /> 2. The active fuel terminal has nine aboveground storage tanks that range in size and contents, tank- <br /> Ile <br /> truck loading racks, above and below ground piping, an office building, and other structures used <br /> for storage. The Discharger has operated since 1966. Facility operations, including recorded spills <br /> in June 1984, August 1990, August 1998, and November 1999, have resulted in releases from the <br /> I <br /> terminal that have polluted soil and groundwater with petroleum hydrocarbons and associated fuel <br /> constituents, including total petroleum hydrocarbons as diesel and gasoline, benzene, toluene, <br /> ethylbenzene, xylenes, methyl tertiary butyl ether, and tertiary amyl methyl ether. <br /> I 3. Chevron began groundwater monitoring activities in 1984 and has conducted quarterly and semi- <br /> annual monitoring since then. Currently, there are 36 monitoring wells, one water supply well, and <br /> 15 wells used for remedial activities. Separate phase hydrocarbons have.been and continue to be <br /> observed at the site. <br /> ' 4. On 28 October 1994, the Executive Officer issued Cleanupand Abatement Ord ° <br /> 94-715 to require delineation of petroleum pollution in soand in the deeper water bearing zone, <br /> ' and submit a feasibility study to remediate petroleum-polluted soil and groundwater. <br /> 5. Since Order No. 94-715 was issued, the Discharger has utilized pump and treat and dual phase <br /> ' extraction to remediate polluted groundwater and has utilized bioventing, soil vapor extraction, and <br /> excavation to address soil pollution at the site. However, the extent of pollution in soils and <br /> groundwater has not been fully characterized. <br /> ' Since October 2001, the Discharger has conducted a pilot study on the use of In-Situ Stable Oxygen <br /> Generation System(ISO-GEN) for groundwater and separate phase hydrocarbon remediation. On <br /> ' 25 March 2002,Board staff approved a work plan for off-site assessment to delineate the lateral <br /> extent of petroleum pollution. <br />
