Richard Rernpel of the Division of Clean Water
Programs(Attachment)regarding the dispute settlement at the former Texaco gas
station(Site). DISC found that the memorandum contains inaccurate
information, therefore, the recommendation made is misleading. DTSC's findings
are specified below:
1. Page 1. The third paragraph"the site also lies within an existing
chlorinated solvents plume reportedly emanating from several dry cleaning
establishments in Lodi which includes PCE, T E, chloroform, 1,2-DCEE,
and 1,2-DCA and which is being investigated under the Department of
Toxic Substances Control lead."
Comment:
This information is inaccurate. Comprehensive soil ;as, sewer and
groundwater investigationwereconducted by DTSC from 1993 through 1995 to
determine extent of the volatile organic compounds (VOCs)in soil and
groundwater beneath the City of Lodi(City). Areas upgradient and cross gradient
from the Site were within the scope of DTSC°s investigation. 1,2-DCA was not
detected in any of the soil, sewer and shallow groundwater samples collected from
areas upgra:ient or cross gradient ftom the Site(north of Lodi Avenue). Trace
amount of 1,2-DCA(2.4 ug/1)was detected in deeper aquifer(95 ft bgs)at a
location cross-gradient from the Site. The former gas station has been found to be
the highest 1,2-DCA(86 ug/1) contaminated site in the City of Lodi. 1,2-DCA is a
confirmed carcinogen. The State and Federal Maximum Contamination Level for
1,2-DCA is 0.5 ug/l.
trip.
of wfa+AAM
