C
Mr, James Brathovde #
February 28, 1997
Page 3i
Comment: s 4
f „
The information used to develop the recommendation is inaccurate, The
Site has been determiner) as a source for the 1,2-DCA and other VOCs detected in
soils and groundwater beneath the Site by DTSC. Therefore, site-specific
hydrogenlogical date is deemed necessary in developing a cast-effective cleanup
strategy for the Site_ The groundwater data collected is to be compiled into a c
computer data base.-Which is being developed by the City' s consultant, Henshaw
Associates, in conjunction with other hydrogeological data compiled from the City
of Lodi. The purpose is to develop a comprehensive groundwater cleanup
strategy, not only for this Site, but also for the City. Mr. Rempel should be aware
that, for a Site suchtas this, piece-meal pump and treat groundwater treatment
systems at the Site will be very costly and may not be effective.
DTSC has required the Site's responsible parties(RPs) to conduct semi-
annual groundwater sampling at the five monitoring wells{DTSC November 4
1996 letter). Accordingly, groundwater on and off the'Site is to be sampled in
May 1997. In view of the importance of developing a cost-effective
comprehensive cleabup strategy for this Site as well astfor the City, DTSC
maintains that the five monitoring wells must be maintained for continuing
monitoring purposet Implementation of the recommendation will leave DTSC no
alternative but to require the RPs to construct new wells so that groundwater
sampling will be possible. i>
I hope the above information will clarify the issue. If;you have any
questions, please contact meat(916) 323-3372 or Mr Jerry Marcotte at
(9 16) 322-9224.
Sincerely, E
Ae
JZx
r
` Jean Young !I
' s Hazardous Substances Engineer
Site Mitigation Program
E
F
Enclosures €
