There:has been no:
revision in the.City's policy concerningthe placement of monitoring wells. The City's
policy has always been and continues to be that monitoring wells be installed outside
the active traffic lanes whenever possible and that the wells be abandoned,
expedifiously when no longer needed. If it is necessary, however, to locate the wells in
the traffic lanes due to the logistics of developing the well, as was the case for VW-4,
the City allows the placement of monitoring wells in active traffic lanes.
As to the assertion that the City has expressed an interest in destroying MW-4 as soon
as possible, we do not encourage well, abandonment or the destruction of a monitoring
well unless it is certain that the well is no longer needed., I have been unable to locate
any City staff member who recalls having a conversation with County staff regarding
the destruction of MW-4. To the contrary, given the ongoing PCE/TCE contamination
issue in Lodi,we would discourage the destruction of any monitoring well, such as
MW-4, which might provide useful information for that investigation.
