As required by contractual agreements <br /> between PHS-EHD and the State Water Resources Control Board (SWRCB),the required <br /> documents were forwarded to the Central Valley Regional Water Quality Control Board <br /> (OV ,WQCB)for their opportunity to review the case and respond in writing to any concerns they <br /> may:have.. <br /> Correspondence dated November 26, 1996 from the CVRWQCB Interim Executive Officer James R. <br /> Bennett, advised that;based on concerns presented by Board staff,Elizabeth Thayer,further <br /> investigation and possible remediation may be required and the CVRWQC13 did not concur with the <br /> "no further action"decided upon by PHS-EHD. <br /> The purpose of this letter is to provide you with some additional information and to formally request <br /> a settlement of this dispute by your agency. <br /> PHS-EHD has previously concluded that this underground tank site(UGT) is at the lateral border of <br /> the groundwater 1,2 DCA plume known to be in the Lodi area. With known groundwater 1,2 DCA <br /> :concentrations up-gradient, laterally-gradient, and down-gradient of this UGT sites.PHS-EHD <br /> designed.it's oversight efforts into evaluating the impact of the petroleum release from the;UGrs. <br /> and'its effects on the groundwater beneath the site. <br /> Recently the SWRCB has encouraged risk based decision making at UGT sites. levels of gasoline <br /> constituents in the groundwater, with Benzene of prime concern; and the distance of the plume to <br /> receptors in th+e area are.consideretl':when determining that further lnvestigation or remediation are <br /> not required. <br /> The.July:31, 1996 sampling event indicated that Benzene was not detected in the groundwat6r:&brrt <br /> the monitoring wells on-site.
