Restaurant/Former Texaco Station Site Code: 9149
305 South Hutchins Street
Lodi; CA :95240 MAILED JUN 0 71996
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD)
has recently reviewed correspondence from attorney David E. Moser and has the
following comments.
During this interim period as depicted in.Walt Petit's December 1995. letter, and in a
memo from former PHS-EHD employee, Diane Hinson on January 22, 1996, this site
may not be required to actively remediate the groundwater known to be already
impacted by petroleum and solvent constituents. It should be noted that PHS-EHD has
not granted closure to sites with Benzene contamination left in the groundwater above
Maximum Contaminant Levels (MCL's). It should also be noted that Ms Hinson's memo
advised that a condition of this conditional closure was that the current owner or tenant
had no objection.
In correspondence dated May 7, 1996 from Willard L. Alloway, attorney for Mrs. Dolores
Staudenraus, the current land-owner, there is an objection to a conditional closure.
In order to evaluate the request for closure (site certification), PHS-EHD will require.
additional information to be submitted for review. The following list:of items should be
included in a Closure Plan formatted per Appendix B "Requests for Closure"of the Tri-
Regional Board Staff Recommendations for Preliminary Investigation and Evaluation of
Underground Tanis Sites, 1 March 1994:
• a cumulative data table for groundwater information showing the date,. depth to
water, and petroleum contamination for each monitoring well since sampling began,.
• Td 3'
or " quarter 19:96 groundwater sampling event data,
a:calculated model capable of demonstrating that the residual petroleum impacted
soils still in place will not further degrade groundwater in the future,
.• and all items required per Appendix.B.
A Division of San Joaquin.County health Care Services
