This workplan was <br /> developed after correspondence with Ms. Jan Thompson, using Kleinfelder's current <br /> understanding of the site conditions, and is a preliminary understanding of Wilbur-Ellis <br /> Company's desires and requirements. <br /> Kleinfelder has prepared this document to address information usually requested in a workplan <br /> by The San Joaquin County Public Health Services Department Environmental Health Division <br /> (PHS/EHD) and the State of California Regional Water Quality Control Board (RWQCB). <br /> Kleinfelder is committed to providing quality service to its clients, commensurate with their <br /> wants and needs and desired level of risk. If a portion of this workplan does not meet the needs <br /> of Wilbur-Ellis Company, or if those needs have changed, Kleinfelder will consider appropriate <br /> modifications, subject to the standards of care to which we adhere as professionals. <br /> Modifications such as changes in scope, methodology, scheduling, and contract terms and <br /> conditions may result in changes to the risks assumed by Wilbur-Ellis, as well as adjustments to <br /> our fees. We look forward to the opportunity to serve you. <br /> BACKGROUND <br /> The following information was obtained from excerpts of previous soil and groundwater <br /> assessment reports prepared by Krazan & Associates, Inc., a summary chronology of the site, <br /> and correspondence from the San Joaquin County San Joaquin County Public Health Services <br /> Department Environmental Health Division (PHS/EHD)provided to Kleinfelder by Wilbur-Ellis. <br /> In 1965, Wilbur-Ellis Company installed a 1,000-gallon underground gasoline storage tank <br /> (UST) at the site. In 1987, the UST and associated piping was removed. Low levels of total <br /> petroleum hydrocarbons as gasoline (TPH-G) were detected in soil samples collected at the time <br /> of removal. Affected soil was excavated and aerated. The former UST site was backfilled. <br /> In 1993, Wilbur-Ellis sold the property to H & H Engineering and Construction, Inc. In 1997, H <br /> & H applied for refinancing of a loan. No closure letter for the former UST was on file at the <br /> San Joaquin County PHS/EHD, and the bank required a subsurface assessment be conducted. H <br /> & H retained Krazan & Associates. A soil assessment conducted in February 1998 found low <br /> levels of TPH-G and BTEX compounds in the soil. Petroleum hydrocarbons were found in <br /> subsequent groundwater sampling conducted in March 1998.
