Flying J Travel Plaza
PRELIMINARY SITE INVESTIGATION Ripon,CA
2.0 BACKGROUND INFORMATION
2.1 Site Description
The travel plaza is located at 1501 North Jack Tone Road in Ripon, California. Specifically,
the site is located at the northwest quadrant of the intersection of North Jack Tone Road
and South 99 Frontage Road. A vicinity map is provided as Figure 1.
The site is developed with the Flying J;Travel Plaza which includes a C-Store building and
truck, automobile, and recreational vehicle (RV) fueling islands. The underground storage
tank (UST) system includes (3) three 20,000 gallon diesel tanks that supply product to ten
diesel dispensers, with ten satellite dispensers located on thirteen truck dispensing islands
and (3) three 12,000 gallon gasoline tanks that supply product to 17 dispensers on three
automobile dispensing islands and three RV islands. The gasoline and RV islands also
include dispensers for diesel fuel. The site details are shown on Figure 2: Site Map.
2.2 Site History
` In May 2009, FJI conducted underground storage tank upgrades that included the
installation of under dispenser containment (UDC) and replacement of product piping in the 4
RV refueling area. This area includes three islands, each containing three dispensers for i
both gasoline and diesel petroleum product and three product line runs extending beneath t
the dispensers. During upgrade activities, the dispensers were removed and product piping ;
was exposed.
FJI contracted the services.of Nichols Consulting Engineers, Chtd. (NCE) to mobilize to the
{ site to observe soil conditions' and to collect soil samples from beneath seven of the nine
dispenser locations and along product'line runs for the RV islands. A total of 15 soil
samples were submitted to a State of,,,California certified laboratory for analysis of total
petroleum hydrocarbons (TPH), gasoline and diesel range organics, and fuel oxygenates
usingthe EPA Test Methods 8015 and 82G0B respectively. Results of these analyses
Y
indicated 1 of the 15 samples analyzed contained TPH-diesel range organics at a
concentration of 240 milligrams per kilogram. The sample «was collected from I
approximately 1 to 2 feet beneath die Dispenser 13/14 1 No other constituents were
detected in any of the samples analyzed.'
In response'to these findings, San]oaquin County issued a correspondence dated September
15, 2009 requesting "a work plan to investigate the lateral and vertical extent of the soil and
groundwater contamination at your site....." This work plan was submitted to the County in
FLYING J INC. 3 OGI Project No. OGI-09-191
