Box 2009 PERMIT/SERVICES
Stockton, California 95201
RE: Letter of Request for Entry Into Local Oversight Program for
Jackpot Food Mart, 13475 N. Jack Tone Road, Lodi, California
Property No. 04-026
Dear Mr. Knoll:
In the process of removing underground storage tanks at the above-referenced
site, we encountered minor contamination which requires further action. As we
discussed by phone, Time Oil Co, would like to enter the San Joaquin County's
Local Oversight Program (LOP) for the remediation of the above referenced site.
On November 16, 1990, Time Oil Co. removed six underground storage tanks from the
subject property. Three gasoline tanks with volumes of 12,000, 10,000, and 6,000
gallons were removed from a common excavation on the south portion of the i
property. Three additional 1,000 gallon tanks with no record of previous content f
were removed from a separate excavation on the north portion of the property.
The three gasoline tanks seemed to be in good condition with very little surface
corrosion while the 1,000 gallon tanks seemed to be in fair condition. None of
the tanks appeared to have leaked. Attachment 1 shows the location of the tank
excavations.
Soil samples were collected by a representative of ETS Environmental & Associates
as directed by Ms. Letitia Resch of the San Joaquin County Public Health Services
Environmental Health Division (PHS-EHD) from a depth of approximately 15 feet in
the excavation which contained the gasoline tanks and from a depth of 9.5 feet
from the excavation which contained the 1,000 gallon tanks. Additional samples
were collected from along the product lines and near the pump island at depths
of 3 to 4 feet.
All samples were submitted to a laboratory and analyzed for total petroleum
hydrocarbons (TPH) as gasoline by EPA Method 8015 and benzene, toluene,
ethylbenzene, and xylenes (BTEX) by EPA Method 8020. Samples collected from near
the leaded gasoline tank, the 1,000 gallon tanks, and the product piping were
analyzed for EDB by EPA Method 8010 and organic lead. The samples collected from
beneath the 1,000 gallon tanks were also analyzed for TPH as diesel. t
Analytical results indicated the presence of TPH as gasoline at 91 ppm and
benzene at 0.10 ppm in the sample collected from beneath the south end of the I
12,000 gallon tank. The sample collected from the south edge of the pump island
contained TPH, benzene, and soluble lead at 590 ppm, 1.3 ppm, and 0.14 ppm,
I
