Because detailed inventory reconciliations <br /> have not been kept, it is not possible to estimate the amount of <br /> spillage that might have occurred over the years the tanks were <br /> in service. <br /> REVIEW OF WORK PERFORMED PRIOR TQ TH_La_f7EP(3RT:) In January, 1987, <br /> a tank removal w closure plan was submitted to the San Joaquin <br /> Co. ' Public Health District for 3 underground storage tanks; a <br /> 12,000 gallon diesel , a 5,000 gasoline, and a 500 gallon waste <br /> oil . On June 1.8, 19B7, the gasoline & diesel tanks were removed <br /> under the supervison of Mr. Harlen Knoll of the County <br /> Environmental. Health Division, using company equipment & <br /> personel . A soil sample was taken from beneath each removed tank <br /> using the , backhoe bucket. Test results revealed detectable <br /> amounts of RTX, total lead, and TVPH. Approximately 1120 cubic <br /> yards of spoil was removed, which was placed on plastic to the <br /> north of the excavation, and covered with plastic. The <br /> dimensions of the excavation after removal of both tanks was <br /> approximately 45 ' X 42 ' X 16 ' deep. The removed tanks were <br /> transported to Triangle Inc. of Sacramento for disposal. . <br /> On June 24, 1988, the 500 gallon waste coil tank was removed by <br /> company equipment, under the supervision of HArien Knoll of the <br /> County Environmental Health Division. Two soil samples were <br /> taken; one from the bottom and one composited from the north and <br /> east walls at a depth of 5-6' . Instructions were given to make a <br /> composite sample from both tubes, and analyze for BTEX, TEPH, <br /> PCH, and chloronated solvents. The results revealed that all <br /> tested substances were below detection limits, except for TEPH, <br /> which was 2900 mg/kg. Approximately 100 .cubic yards of spoil was <br /> removed, placed on plastic an site, and properly covered. The <br /> resulting excavation measured about 16' X 19 ' X 9 ' deep. Plates <br /> VII & VIII show plan & section views of the two excavations, and <br /> their relative positions to other structures on the property. <br /> No further activity took place until September 12, 1989, when <br /> Canonie Environmental collected three samples from the excavation <br /> which -had contained the gasoline & diesel tanks; one from the <br /> east & west walls, and one from the bottom. Samples were ' <br /> analyzed for BTEX (8020, ) and TEH (8015. ) The results revealed <br /> that BTEX was below detection levels in all samples, and that TEH <br /> was detectable only in the west and bottom samples. <br /> On March 350, 1989, a workplan was prepared by Caude C. Wood Co. , <br /> and submitted to the County Environmental Health Division. It <br /> proposed to remove an additional 5 feet of spoil from the sides <br /> and bottom of the two excavations, and resample as required. A <br />
