KELLY STREET, LODI <br /> Please be advised that this office has reviewed the above referenced <br /> workplan. We have found the plan to be inadequate as the following <br /> considerations are not addressed: <br /> 1: The Phase I Contamination Assessment work plan submitted <br /> proposes to only conduct a vertical contamination investigation. <br /> Contamination investigations should address lateral extent of <br /> contamination migration as well as the vertical extent. <br /> 2: Laboratory results submitted following the tank removals <br /> of February 27, 1987 do not specify the preparation method used by <br /> California Water Labs. The San Joaquin Local Health District does <br /> not accept "headspace" preparation of laboratory analyses as <br /> acceptable verification of "non-detectable" data. The use of <br /> "headspace" preparation of laboratory samples is acceptable <br /> only for gross determinations of the presence of contaminants. <br /> Acceptable "non-detectable" laboratory preparation methods are <br /> "purge and trap" and "extractable" techniques . <br /> Therefore, the elimination of the gasoline and diesel underground <br /> tanks from the scope of this investigation may not be applicable <br /> based soley on the original laboratory analyses documents . <br /> These issues should be addressed in a revised sampling plan which <br /> must be submitted to this office for approval prior to initiating <br /> the work plan. <br />
