Kelly Street
Lodi, Ca 95240
RE: PRELIMINARY SITE ASSESSMENT WORKPLAN - GEOLOGICAL TECHNICS
213 S. KELLY STREET, LODI
Please be advised that this office has reviewed the above referenced
workplan. We have found the plan to be inadequate as the following
considerations are not addressed:
1: The Phase I Contamination Assessment work plan submitted
proposes to only conduct a vertical contamination investigation.
Contamination investigations should address lateral extent of
contamination migration as well as the vertical extent.
2: Laboratory results submitted following the tank removals
of February 27, 1987 do not specify the preparation method used by
California Water Labs. The San Joaquin Local Health District does
not accept "headspace" preparation of laboratory analyses as
acceptable verification of "non-detectable" data. The use of
"headspace" preparation of laboratory samples is acceptable
only for gross determinations of the presence of contaminants.
Acceptable "non-detectable" laboratory preparation methods are
"purge and trap" and "extractable" techniques .
Therefore, the elimination of the gasoline and diesel underground
tanks from the scope of this investigation may not be applicable
based soley on the original laboratory analyses documents .
These issues should be addressed in a revised sampling plan which
must be submitted to this office for approval prior to initiating
the work plan.
