(UItramar)Horizon Environmental Inc. (Horizon)has prepared this Executive Summary of the Soil Management Plan dated October 9, 1997 for the above-referenced site. This Executive Summary is submitted for review and posting by the San Joaquin County Public Health Services (SJCPHS) prior to implementing the work described in the Soil Management Plan. The site currently has three underground storage tanks (USTs) and two dispenser islands. Location of the USTs, dispenser islands and other pertinent site features are shown on the Site Plan (Figure 2). The site is scheduled for routine UST replacement during 1997. Previous environmental work at the site included a soil gas survey which did not indicated the presence of hydrocarbon vapors in the shallow soil beneath the site and drilling three angled soil borings and installing three monitoring wells. Only trace amounts of petroleum hydrocarbons were detected at 26 feet beneath the west dispenser island. As discussed in the Soil Management Plan, the following corrective action for hydrocarbon-impacted soil will be performed: • Removal of the USTs,product lines,dispensers,and associated backfill material. • Collection of soil samples from native soil located approximately 2 feet below the ends of each UST and collection of one soil sample for every 20 Iinear feet of product trench. • Overexcavation of soil containing hydrocarbons,if warranted, in the UST cavity and dispenser area would continue until field screening, followed by laboratory verification, indicated that the hydrocarbon bearing soil had been removed to acceptable levels or a decision is made that further excavation is not practical. It is estimated that excavating may generate up to an additional 350 cubic yards of soil ( 850 cubic yards, total). • Excavated soil will be transported to an appropriate disposal facility based on the results of laboratory sampling. Following completion of the above corrective action, new USTs and facilities will be installed at the site and the station will resume operations. A report documenting the environmental work performed at the site will be prepared following completion of the work. Please call Horizon at 916-939-2170 if you have any questions regarding this work.
