Based on a <br /> meeting we had with ARCO nearly a year ago, it is our understanding that <br /> ARCO and Brown and Caldwell were ready to start a cleanup program but <br /> were held up by your agency. Apparently you wanted additional study to <br /> characterize the hydrocarbon contamination. <br /> We are very concerned that this additional study is excessively delaying <br /> any real cleanup.
