Box 2009 ENVIROMENTAL HEALTH
Stockton, CA 95201 PERMIUSERVICES
Attention Me. Laurie Cottula
SUBJECT: Unauthorized Release of -Hazardous Materials at 501. Best
Kettleman Lane and Lack of Abatement Proceedings
Per my phone conversation with you of February 12, 1987, this office
would appreciate an update of the overdue report and action plan for
underground clean-up procedures at 501 West Kettleman Lane.
In the District's letter of December 30 1986 (attached) to ARCO of
San Mateo, it would appear ARCO is in f ther violation of Titles 22
and 23 of the California Administrative Code for failure to comply
with the District's time schedule.
As I mentioned, the City is very concerned about this hazardous
release occurring within 220 feet of
L i s municipal well #12. The
well was taken out of service December i, 1986 for fear of drawing
the hazardous substance into the well's cone of depression and,
ultimately, supplying our customers with a contaminated supply. Now,
the City's concern is compounded by what-, appears to be a lack of
corrective action by ARCO for clean-up. Delays in the clean-up at
501 West Kettleman Lane could restrict the use of City well #12 in
the spring and summer months. If the City is unable to use this well,
it is conceivable that low water pressure in the system. could arise.
It is requested that the District pursue this matter immediately with
ARCO of San Mateo for a complete clean-up.
Please keep me apprised of all actions taken in this matter.
Sincerely, f
oFan .
