ROLES <br /> A. ARCO <br /> Chris Winsor briefly described ARCO's environmental engineering <br /> organization; he expressed ARCO's intent to assess and remediate their sites <br /> to the extent required by regulations; he also indicated their intent to <br /> streamline the assessment, remediation, and regulatory review process; <br /> B. County <br /> Laurie Cottula summarized San Joaquin County's (SJC) organization; she <br /> described the LOP/LIA relationship with their UST program, and a local <br /> ordinance; she indicated that SJC works closely with the CRWQCB; she <br /> indicated that qualified sites are placed into the LOP, that SJC requests <br /> concurrence from the CRWQCB for closure of ground-water cases, and that <br /> SJC can close soil-only cases without CRWQCB involvement; <br /> C. CRWQCB <br /> Beth Thayer described the CRWQCB's role and authority granted under the <br /> Porter-Cologne Act; she indicated that Region S adheres to the "non- <br /> degradation" policy, and referenced the LUFT Manual and Tri-Regional <br /> Recommendations as guidance documents; she indicated that Region 5 does <br /> not recommend or accept the LUFI' Manual Leaching Potential Analysis due <br /> to the potential for misapplication, and indicated that cleanup levels are <br /> established on a site-specific basis; <br />
