Working To Restore Nature
San Joaquin/ARCO Meeting Minutes, March 30, 1993
o SJ stated that they do not have any records of failed tank tests or releases
which would allow them to require site assessments at the adjacent properties.
ARCO would have to initially assess in these areas to bring in other PRPs.
o RESNA stated that authorization from Caltrans would be required to drill in
Charter Way. City access could be obtained to drill in Lincoln Street.
ARCO SS No. 6020, West Yosemite Ave., Manteca
o RESNA informed SJ that a Preliminary Investigation and Evaluation Report
has been prepared and will be submitted shortly following ARCO's review.
RESNA summarized the results of the recent investigation, stating that
hydrocarbons were not detected in the soil borings or ground-water samples
collected from the newly installed monitoring wells.
o SJ requested that the ground water be monitored for one full year. RESNA
informed SJ that groundwater elevations are being monitored on a monthly
basis to evaluate changes in the flow direction. Monthly monitoring will
continue until a trend is established.
o RESNA informed SJ that only minor amounts of hydrocarbons at low
concentrations (3.5 ppm TPHg) have been identified in soil in the vicinity of
the underground storage tanks. SJ stated that the soil affected by
hydrocarbons near the USTs could likely be removed when the tanks are
replaced in the future.
o SJ and ARCO indicated that this site is of low priority.
ARCO SS No. 760, South Cherokee Lane, Lodi
o Linda Turkatte referenced the recently submitted work plan for an additional
investigation involving the installation of three vapor-extraction wells. She
also referenced a letter addressed to(ARCO dated July 19, 1992, in which she
requested that the ground-water be assessed beneath the site and listed areas
of concern onsite which she felt warranted further investigation. SJ is
requiring assessment of ground water beneath the site based on hydrocarbons
detected at 36 and 46 feet below surface grade (bsg) and an historical ground-
water elevation of 40 ft bsg. Areas of concern onsite included the area near
the former tank cavity were borings B-5 and B-20 are located; Linda stating
5
