Y
San Joaquin/ARCO Meeting Minutes, March 30,
1993 Working To Restore Nature
IV. ARCO Sites (Environmental Consultant; Bown and Caldwell)
Lathrop. SJC requested pre-19$4 data, information on where USTs were
located. Will not accept Hydropunch data for closure. SJC said they have
data showing that the Hydropunch data is not comparable to monitor well
data. ARCO agreed to resample site using method acceptable to SJC. SJC
and ARCO agreed that this is low priority site.
ARCO SS N0. 434, Lodi
SJC skeptical that water is cleaning up. With regard to showing that contamination
in well W-12 is from Shell, need to submit evidence and argument to SJC. RWQCB
showed us copy of Shell .1/93 quarterly, report, Shell wells were clean. Reference for
Shell site is Shell Station WIC #204-4416-0202, 420 W. Kettleman Lane. SJC tired
of reading that W-2 is inaccessible. ARCO agreed to explain more in quarterly
report and make another attempt to clean it out. City of Lodi wants to start
pumping from their well, ARCO said they houldn't until it is determined if shell is
responsible for contamination.
ARCO SS No. 2133, Stockton
SJC wants workplan for installation of vapor extraction wells by May, said air permit
has this deadline. SJC thinks remediation at this site is proceeding too slowly. SJC
thinks that the contamination in well E-3 indicates that plume control is poor, BCC
disagreed - issue not resolved. SJC requested more definition of plume in northwest
portion. SJC said would approve monitoring of fewer interior monitoring wells if put
new wells in. SJC wants reports to include discussion of hydrologic control, why
pump rate decreasing.
ARCO SS No. 2093, Tracy
ARCO informed SJC that UST will be replaced within 3 months. BCC/ARCO
presented planned remediation of sparge and vapor extraction. Thayer said she will
postpone NPDES permit review until ARCO informs her NPDES needed.
cc: Mr. Chris Winsor (ARCO)
Mr. Chuck Carmel (ARCO)
Mr. Jay Lucas (Brown and,Caldwell) --;
fMs. Lau—r e C ltuo la(S—an Jo q`uin'Uou
Ms. Elizabeth Thayer (CRWQCB)
9
