RCE V L - OR EARTH TECHNOLOGIES INC
188 Frank West Circle Suite I
JUL 1 9 2005 Stockton CA 95206
Phone 209.234.0518
ENVIRONMENT H*AJH FAX 209.234.0538
CONDOR PE-RMIT/SERViCES www.condorearth.com
July 8,2005
Harlin Knoll
San Joaquin County Environmental Health Department
304 E.Weber Avenue,Third Floor
Stockton, CA 95202-2708
Subject: Addendum to Phase H Environmental Site Assessment Work Plan for the Buena Vista
Storm Drain in Stockton,Condor Project No.4038D
Dear Mr. Knoll:
This is an addendum to the Phase II Environmental Site Assessment Work Plan, dated February 7, 2005,
prepared by Condor Earth Technologies, Inc. (Condor) for the Buena Vista Storm Drain project in
Stockton, California (Figure 1, attached). Kjeldsen Sinnock Neudeck, Inc. (KSN) retained Condor to
conduct a Phase II Environmental Site Assessment (ESA) for portions of the right-of-way areas of West
Fremont Street between Carlton Avenue and Buena Vista Avenue, San Juan Avenue between West
Fremont Street and the southern end of San Juan Avenue, and Buena Vista Avenue between Flora Street
and the southern end of Buena Vista Avenue. The Phase II ESA was conducted to investigate the
potential for contaminants in groundwater that may be encountered during construction activities.
The Phase II ESA was conducted on March 15, 2005. The results of the Phase II ESA were reported in
the Phase II Environmental Site Assessment Report dated March 30, 2005. A low concentration of
methyl tertiary-butyl ether (MTBE) was detected in the groundwater sample collected from the boring
(GP-5) installed in front of the property located at 1930 West Fremont Street. KSN has requested Condor
conduct additional investigation of the lateral extent of MTBE contamination in groundwater in the
vicinity of boring GP-5.
During the previous Phase II ESA fieldwork, the borings were left open with temporary screen in each
boring for the purpose of allowing the groundwater level to equilibrate in the borings. Depth-to-water
measurements were taken at the end of the field day from all of the open borings, and the groundwater
samples were collected immediately after the depth to water measurement was completed at each boring.
During the next phase of fieldwork, groundwater samples will be collected as soon as possible after each
boring is completed. The groundwater samples collected from the borings will be analyzed for fewer
constituents than the samples collected during the previous fieldwork. The only constituent detected in
the groundwater samples collected previously was MTBE, so the groundwater samples collected during
the next phase of fieldwork will be analyzed only for potential gasoline constituents.
Four direct push borings will be installed in the City of Stockton right-of-way on West Fremont Street.
Two of the borings will be installed on the south side of West Fremont Street approximately 50 feet east
and west of the location of boring GP-5. Two of the borings will be installed on the north side of West
