The characteristics of the discharge are as follows: <br /> Average Daily Flow: 2.5 mgd <br /> Maximum Daily Flow: 4.0 mgd <br /> Design Daily Flow: 4.0 mgd <br /> Constituents Units <br /> BOD 1000 - 3000 mg/l <br /> Total Suspended Solids 400 - 1200 mg/1 <br /> Electric Conductivity 700 - 3000 µmhos/cm <br /> Total Dissolved Solids 460 - 3500 mg/1 <br /> Nitrate Nitrogen 0.5 - 3.0 mg/1 <br /> Total Nitrogen 50 - 100 mg/l <br /> 8. The Discharger has been discharging at conductance level of 700 to 12,000 µmhos/cm. These <br /> conductance levels are normally characterize as designated waste under Title 23, CCR, Section <br /> 2510, et seq. (hereafter Chapter 15). A compliance schedule to evaluate salt loading to the <br /> disposal site has been added in E. Provisions: 6 to comply with B. Discharge Specifications: 6. <br /> 9. Tri Valley Growers, Plant No. 4 is in NW 1/4 of Section 1, T2N , R6E, MDB&M, with surface <br /> water drainage to Bear Creek, as shown in Attachment A, which is attached hereto and part of <br /> the Order by reference. <br /> 10. The Board adopted a Water Quality Control Plan, Second Edition, for the Sacramento-San <br /> Joaquin River Basin (513), which contains water quality objectives for all waters of the Basin. <br /> These requirements implement the Basin Plan. <br /> 11. The beneficial uses of the Bear Creek are agricultural supply; recreation; aesthetic enjoyment, <br /> preservation and enhancement of fish, wildlife, and other aquatic resources. <br /> 12. The beneficial uses of underlying ground water are domestic, industrial, and agricultural supply. <br /> 13. The action to adopt waste discharge requirements for this facility is exempt from the provisions <br /> of the California Environmental Quality Act (CEQA), in accordance with Title 14, California <br /> Code of Regulations (CCR), Section 15301. <br /> 14. This discharge is exempt from the requirements of Title 23, CCR, Section 2510, et seq. (hereafter <br /> Chapter 15). The exemption, pursuant to Section 2511(b), is based on the following: <br /> a.
