Box 2089 <br /> Stockton, CA <br /> BUILDING 16 FORMER UNDERGROUND STORAGE TANKS GROUNDWATER <br /> INVESTIGATION WORKPLAN, FORMER NAVAL COMPUTER AND <br /> TELECOMMUNICATIONS STATION(NCTS)STOCKTON,ROUGHAND READYISLAND, <br /> SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board(Regional Board) has reviewed the <br /> Building 16 Former Underground Storage Tanks (USTs) Groundwater Investigation Work Plan, (Work <br /> Plan), submitted on 13 August 2004, by the Environmental Risk Services Corporation on behalf of the <br /> Port of Sacramento (Port). As you may be aware, the former gas station site located at Building 16 at the <br /> Former NCTS Stockton Base is identified as a petroleum-only site that is not subject to CERCLA <br /> requirements; therefore, the Regional Board is the lead agency providing oversight for remediation and <br /> closure. Three former underground storage tanks (USTs)were reportedly used to store gasoline from <br /> 1963 until over-excavation and removal of the tanks and associated piping was conducted by the <br /> Department of the Navy(Navy) in 1997. The Work Plan is in response to the Regional Board's staff <br /> recent request that the Port conduct an investigation to define the nature and extent of the groundwater <br /> contamination,predominantly petroleum hydrocarbons and methyl t-buty ether(MTBE) found during <br /> previous site investigations and remedial activities performed by the Navy. <br /> Board staff appreciates the responsiveness of the Port in proposing actions to investigate the <br /> groundwater at this site prior to roadway re-alignment construction activities that are planned to take <br /> place in the next few years in the immediate area of the former USTs at Building 16, as part of re- <br /> developing the Island. <br /> Staff conducted an accelerated review to support efforts to complete field activities prior to this years <br /> wet season. The Workplan is thorough and well organized. The tables and figures that present <br /> comprehensive data help to expedite the review process. The proposed groundwater investigation <br /> activities are based on the summary and assessment of analytical results presented in the Workplan. <br /> Board staff concur with the Workplan provided our comments below are adequately addressed in the <br /> proposed investigation reporting documents. <br /> California Environmental Protection Agency <br /> Ca Recycled Paper <br />
