BUILDING 16 FORMER USTS GROUND WATER INVESTIGATION WORK PLAN <br /> PORT WEST COMPLEX, ROUGH AND READY ISLAND, PORT OF STOCKTON <br /> 1. INTRODUCTION <br /> Environmental Risk Services Corporation (ERSC) prepared this Building 16 Former LISTS Ground <br /> Water Investigation Work Plan (Work Plan) on behalf of the Port of Stockton (Port) and pursuant <br /> to the May 18, 2004 request by the California Regional Water Quality Control Board — Central <br /> Valley Region (RWQCB). Building 16 is located on Rough and Ready Island (RRI) and within <br /> Port of Stockton's Port West Complex in Stockton, California (Figure 1). Specifically, Building <br /> 16 (Site) is located in the eastern portion of RRI and immediately south of the main entrance <br /> road (Figure 2). The Port currently owns and operates RRI and the 2001 master plan calls for <br /> significant redevelopment of RRI, including the Building 16 site. <br /> In summary, the United States Department of the Navy (Navy) developed the Site as a gasoline <br /> station in 1963 and removed three underground storage tanks (USTs) and associated product <br /> pipelines and dispensers in 1997. Soil samples collected from the excavation revealed a release <br /> of petroleum hydrocarbons and ground water samples collected from the Site reveal declining <br /> concentrations of petroleum hydrocarbons in ground water. However, there remain concerns <br /> regarding the distribution of petroleum hydrocarbons in ground water. This Work Plan <br /> presents the data collected to date and proposes an investigation of ground water quality at <br /> and downgradient from the Site. <br /> 2. SETTING <br /> 2.1 ROUGH AND READY ISLAND <br /> Rough and Ready Island is located along the eastern margin of the Sacramento-San Joaquin <br /> Delta (Delta) formed by the confluence of several rivers, including the San Joaquin, <br /> Sacramento, Mokelumne, Calaveras, and Consumnes Rivers (Figure 1). The island consists of <br /> 1,459 relatively flat acres that were originally marshy grassland. The legal definition of the <br /> Delta,pursuant to the California Water Code Section 12220, includes RRI. <br /> The United States military first established presence on the island after World War I. During <br /> World War II, the military commissioned RRI as the U.S. Naval Supply Annex, Stockton. <br /> Following the end of the Korean conflict, supply depot activity slowed and the command <br /> changed over time. The Naval Computer and Telecommunications Station San Diego <br /> Detachment Stockton (NCTS Stockton) managed the depot until July 2002, when Navy <br /> operations ceased. <br /> Environmental Risk Services,Corp. <br />
