BUILDING 16 FORMER USTs GROUND WATER INVESTIGATION WORK PLAN
PORT WEST COMPLEX, ROUGH AND READY ISLAND, PORT OF STOCKTON
3.1 TASK 1: PERMITTING, UTILITY CLEARANCE, AND HEALTH & SAFETY PLAN
As described below, investigation activities consisting of collecting soil and ground water
samples and drilling are planned for the Site. Permits for these activities will be acquired from
the appropriate agencies at the County of San Joaquin and City of Stockton.
Underground Services Alert (USA) will be notified and the boring locations will be cleared for
underground utilities using a private underground utility locating subcontractor. The
proposed drilling and excavation locations are contingent upon access limitations (i.e., site
features, utilities) and final locations may be moved to the closest accessible location.
As required by the Occupational Health and Safety Administration (OSHA) 29 CFR 1910.120,
Hazardous Waste Operations and Emergency Responses, a site Health and Safety Plan (HSP)
will be prepared for use while conducting proposed field sampling activities. The HSP will be
read and approved by the ERS Project Manager, a Quality Assurance Reviewer, and the On-
site Safety Officers of all subcontractors working at the Site.
3.2 TASK 2: GROUND WATER SAMPLING
Approximately 14 exploratory borings (Cl through C14) will be advanced upgradient, on, and
downgradient of the former USTs (Figure 17). The rationale for each of the boring locations is
as follows:
■ C1 and C2—assess ground water quality upgradient from and entering the Site.
■ C3, C4, C5—assess ground water quality immediately adjacent to former UST 16-3.
■ C6—assess ground water quality immediately downgradient from former UST 16-3.
■ C7, C8- assess ground water quality immediately adjacent to former USTs 16-1 and 16-2
and pipelines.
■ C9 - assess ground water quality immediately downgradient from former USTs 16-1
and 16-2.
■ C10 - assess ground water quality downgradient from former UST 16-3, pipelines, and
dispenser islands.
■ C11, C12, C13, C14 - assess ground water quality approximately 200 feet downgradient
from the Site.
Environmental Risk Services,Corp.
