S-108 305 Fyffe Avenue,AC-43 <br /> Stockton, CA 95296-0710 Stockton, CA 95203 <br /> DRAFT WORK PLAN, DEFENSE LOGISTICS AGENCY(ALA), :'NAVAL COMPUTER AND <br /> TELECOMMUNICATIONS STATION(NC TS), STOCKTON <br /> We have reviewed the Draft Work Plan, Subsurface Investigation/Soil Removal (Work Plan)', dated <br /> November, 1998, for the closure of the hydraulic oil spill at the Naval Computer and <br /> Telecommunications Station, Stockton. The Work Plan covers all information necessary to begin soil <br /> and groundwater investigations to determine the lateral and vertical extent of contannination and <br /> subsequent excavation. Verbal approval to go f6m and with field activities was given to DLA on <br /> 24 November, 1998,to accelerate field activities prior to the heavy rains of winter. DLA stated they <br /> would contact the Army Corps of Engineers to mobilize contractors in this regard. <br /> One issue must be resolved prior to finalizing the Work Plan. The consultant proposes to sample and <br /> analyze stockpiled soil for TTLC metals (cadmium, chromium, lead,nickel, and zinc) for ultimate <br /> disposal. Soils must also be analyzed by DI-WET to determine designated levels_ Attached are <br /> "Background Screening Levels - Total Metals" and "- WET Metals" for three soil types developed for <br /> NCTS, Stockton. Please include this information and attachment in the Final Work Pian. Soil with <br /> metal concentrations above these values must be disposed offsite accordingly. Soil with levels below <br /> background may be used as backfill in the excavated trenches. <br /> It is not necessary to submit a completely new.Final Work Plan. We recommend a signature page, cover <br /> page, replacement pages referencing the background metal concentrations, and any other additions be <br /> marked revised for incorporation into the existing document. <br /> Please contact me prior to all field activities so I may plan to observe operations.
