2.6 Previous Remedial Activities <br /> In March 1997 Environmental Chemical Corporation (ECC) sampled 10 locations to delineate <br /> the level and extent of the hydraulic oil contamination. The soil samples were taken <br /> approximately 12-18 inches below the ballast rock under the railroad ties and analyzed for total <br /> petroleum hydrocarbons (TPH) hydraulic oil by EPA Method 8015. The results ranged from <br /> <10 to 871 milligram per kilogram (mg/kg). The three samples with the highest concentrations <br /> of TPH were additionally analyzed by the California De-ionized Waste Extraction Test (CAL DI <br /> WET) and reported concentrations ranging from 7.7 to 63.0 milligrams per liter(mg/1). <br /> Four months later, on July 21, 1997, ECC applied a pentatonic solution called "Enhanced <br /> Cleanup" manufactured by Surface Technology Company to the contaminated areas. <br /> Approximately 300 gallons of clean water was applied to three distinct areas prior to applying <br /> the solution to the soil, ties, rails, rail anchors, and spikes. Seven days later, on July 28, 1997, <br /> the process was repeated. A month later, ECC took confirmation samples on August 27, 1997. <br /> Six grab samples were collected from 12 to 18 inches below the ballast rock and analyzed for <br /> TPH hydraulic oil and diesel and by the CAL DI WET test. The ECC sampling results are listed <br /> in the table below and the laboratory reports are in Appendix A. <br /> In June 1998, The Defense Logistics Agency (DLA) took twelve confirmation samples at six <br /> locations, obtaining samples at 1.5 feet, 2 feet, and 4 feet bgs. The samples were analyzed by <br /> Calscience Laboratories for TPH hydraulic oil, carbon chain C22-C32. All samples taken at 4 feet <br /> bgs reported concentrations less than 50 mg/kg (ppm).
