Item No . 2 _ <br /> PC : 4-20-89 <br /> MS-89-44 <br /> Page 2 <br /> STAFF ANALYSIS <br /> On February 27 , 1989, the Planning Division denied Minor <br /> Subdivision Application No. MS-89-44 due to the inability to make <br /> Findings No. 1 , 2 , 3 , 4 , and 6 listed below. <br /> FINDINGS <br /> 1 . The proposed map is not consistent with applicable General <br /> and Specific Plans , as specified in Section 65451 of the <br /> Code, because access for the proposed subdivision is not <br /> "functionally designed" and does not "conform with adequate <br /> safety standards" as required by the Land Use/Circulation <br /> Element of the General Plan. There are no applicable <br /> Specific Plans. <br /> 2 . The design or improvement of the proposed subdivision is not <br /> consistent with applicable General and Specific Plans because <br /> access for the proposed subdivision is not "functionally <br /> designed" and does not "conform with adequate safety stan- <br /> dards" as required by the Land Use/Circulation Element of the <br /> General Plan. There are no applicable Specific Plans . <br /> 3 . The site is not physically suitable for this type of develop- <br /> ment because there is no reasonable way to access the parcel . <br /> The proposed access relies on easements over two parcels and <br /> is located very close to existing structures . The turnaround <br /> at the end of the driveway reduces the usable lot area to <br /> well below the intended lot size for the zone . Access would <br /> be confusing for emergency vehicles. <br /> 4 . The site is not physically suited for the proposed density of <br /> development because the site cannot accommodate access to the <br /> proposed residence . <br /> 5 . The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and unavoidably injure fish or wildlife or <br /> their habitat because an Initial Study prepared for the pro- <br /> ject did not identify any rare or endangered species on the <br /> site, nor did it identify any substantial , adverse environ- <br /> mental effects. <br /> 6. The design of the subdivision or the type of improvements is <br /> likely to cause serious public health problems because access <br /> for emergency vehicles is poor. <br /> 7 . The design of the subdivision or the type of improvements <br /> will not conflict with easements acquired by the public at <br />
