.. - • 0
Frontier Transportation, Incorporated Page 2
425 Larch Road June 30, 2008
Tracy, California 95376
submitted Interim Corrective Action Plan (ICAP) to the EHD for review. In the ICAP,
BEA compared installation costs for ozone injection, soil excavation, and soil vapor
extraction (SVE) and selected ozone sparging as the preferred methodology to reduce the
mass of dissolved MTBE. By letter dated March 2, 2006, the EHD disapproved the
ICAP for the same reasons it can not approve current recommendations for implementing
pump and treat and installing Carphene into selected monitoring wells. A sound
technical justification, based on site specific characteristics, must be presented with a cost
effectiveness evaluation for each proposed methodology. Please refer to EHD's letters
dated March 2, 2006, and July 17, 2006, for additional guidance.
Submit a corrective action plan to the EHD no later than September 4, 2008, that will
adequately address the comparison of interim remedial methods for your site. If you
have any questions, please contact Vicki McCartney, Senior Registered Environmental
Health Specialist, at(209) 468-9852 or by email at vmccartney@sjcehd.com.
Sincerely,
Victoria
o
Victoria L.
