In the ICAP, <br /> BEA compared installation costs for ozone injection, soil excavation, and soil vapor <br /> extraction (SVE) and selected ozone sparging as the preferred methodology to reduce the <br /> mass of dissolved MTBE. By letter dated March 2, 2006, the EHD disapproved the <br /> ICAP for the same reasons it can not approve current recommendations for implementing <br /> pump and treat and installing Carphene into selected monitoring wells. A sound <br /> technical justification,based on site specific characteristics, must be presented with a cost <br /> effectiveness evaluation for each proposed methodology. Please refer to EHD's letters <br /> dated March 2, 2006, and July 17, 2006, for additional guidance. <br /> Submit a corrective action plan to the EHD no later than September 4, 2008, that will <br /> adequately address the comparison of interim remedial methods for your site.
