425 Larch Road <br /> Page 2 of 2 <br /> EHD cannot approve soil excavation for remediation of chemicals of concern beneath this site at <br /> this time. EHD believes additional information is needed before any corrective action plan can be <br /> evaluated. EHD directed you by letter dated October 26, 2004, to provide contaminant mass <br /> estimates, supported by calculations,for both sorbed and dissolved MTBE, gasoline, and benzene <br /> at this site; and a fate and transport model for each of the three substances to assist EHD to <br /> evaluate the risk posed by the sorbed contaminants. EHD believes this information is needed <br /> before submission of a corrective action plan that presents several methods for the remediation at <br /> this site. Potential alternative remedial options should be evaluated and compared to excavation <br /> for cost effectiveness. <br /> EHD noted by letters dated April 2, 2003; January 7, 2004; October 4, 2004; and February 25, <br /> 2005,that laboratory analytical results are not being electronically submitted to GeoTracker—the <br /> State Water Resources Control Board database program. More than two years have elapsed and <br /> the data still have not been entered into GeoTracker. Also, by letters dated October 4, 2004, and <br /> February 25, 2005, EHD requested a copy of the monitoring well survey report that lists the <br /> coordinates for each monitoring well installed at this site; EHD still has not received this survey <br /> report. Failure to submit this requested data constitutes a violation of California Code of <br /> Regulations, Title 23, Division 3, Chapter 16, California Underground Storage Tank Regulations, <br /> Article 11, Section 2725.
