(AA&A). The remediation methods <br /> included: <br /> • A second 30-day high vacuum dual-phase extraction (HVDPE) remediation event, <br /> taking approximately ten weeks to complete, and costing an estimated $115,000.00; <br /> • Excavation, taking approximately forty weeks to complete, and costing an estimated <br /> $350,000.00 to $500,000.00; and <br /> • Subsurface Metabolic Enhancement (SME), taking approximately ninety-two weeks to <br /> complete, and costing an estimated $300,000.00 to $350,000.00. <br /> AA&A stated in the February 13th email that their mission is "to get cases to closure in the <br /> quickest, most economical, most predictable way'; and AA&A guaranteed that they would "carry <br /> out all necessary remediation work to take the case all the way to regulatory closure for a fixed <br /> sum of$600,000.00", and an anticipated case closure target date of twenty-four months or less, <br /> from the start of the project. <br /> The EHD has considered the three proposals presented by AA&A and has concluded that a <br /> second 30-day HVDPE event is the most cost-effective remedial method proposed and should <br /> be implemented based on the following: <br /> • In the Dual-phase Extraction Remediation Event Report, dated 13 April 2012, AA&A <br /> reported that approximately 2,057 pounds of total petroleum hydrocarbons as gasoline <br /> (TPHg) were removed by HVDPE between 8 February and 13 March 2012, indicating <br /> removal of approximately 43 percent of the original mass estimated to be in place prior <br /> to the HVDPE event, which the EHD considers a significant mass recovery rate; <br />
