TnN3dwe11&Ro110 <br /> • <br /> REMEDIAL INVESTIGATION <br /> North Shore Parcels <br /> Stockton, California <br /> 1.0 INTRODUCTION <br /> This Remedial Investigation(RI)has been prepared for the Stockton Department of Housing and <br /> Redevelopment (SDHR) as part of SDHR's oversight and consultation agreement with the <br /> California Department of Toxic Substances Control (DTSC) for properties collectively referred <br /> to as the North Shore Parcels (Figure 1). The SDHR has entered into the Voluntary Oversight <br /> Program with the DTSC who has required that SDHR submit to DTSC an RI, a Feasibility Study <br /> (FS), a Risk Assessment(RA), a Remedial Action Plan (RAP), and a Public Participation Plan <br /> (PPP). Treadwell & Rollo was been contracted by the SDHR to complete the RI, FS, RA, and <br /> RAP. <br /> • The North Shore Parcels consist of the following sites: <br /> Area 10—Banner Island (Figure 2) <br /> Area 11 —300 Lincoln Street, also referred to as the Christian Life site (Figure 3) <br /> Area 15 —423 North Madison Street, also referred to as Chase Chevrolet (Figure 4) <br /> Area 16—424 North Van Buren Street, also referred to as Chase Chevrolet(Figure 5) <br /> Area 20—Former Western Railroad (Figure 6) <br /> Area 21 —404 West Fremont Street, also referred to as the Crystal Creamery (Figure 7) <br /> Soil and groundwater investigations have previously been performed at each area. The most <br /> recent investigation was conducted in 1999 by Treadwell & Rollo,the results of which were <br /> presented in the 3 December 1999 report titled Site Characterization Report, North Shore <br /> Parcels, Stockton, California. The report also included a Preliminary Endangerment Assessment <br /> • (PEA) for each site. The DTSC issued a 2 February 2000 memorandum which presented <br />
