I. Executive Summary <br /> The City of Stockton owns currently undeveloped property <br /> on Banner Island (Figures 1 and <br /> 2). Since the summer of 1989, the City's Redevelopment Agency has been coordinating the <br /> conduct of soil and ground-water investigations so that the past land uses of the site do not <br /> adversely affect redevelopment efforts. <br /> Investigations performed by WaterWork/RESNA during the summer of 1989 to September <br /> 1992 indicated that selected metal concentrations in soil and ground water beneath the site <br /> are elevated. Metal concentrations in shallow ground water appear to be regionally elevated <br /> and are probably not related to past site activities Elevated metal concentrations in soil, on <br /> the other hand, indicated potential impacts from historic site activities As a result, a soil <br /> gas investigation was conducted by Luhdorff and Scalmanini, Consulting Engineers (CSCE <br /> during May 1993which identified several groups of volatile organic compounds (VOCs) in <br /> , <br /> the site soil gas fluxes. The site setting and the results of those previous investigations are <br /> described in the Introduction, Section II, of this report. <br /> A verification soil and groundwater investigation was completed by LSCE at the site in July <br /> 1993 to determine the concentrations of VOCs indicated to be present in soil and/or ground <br /> water by the soil gas survey, and to resolve questions regarding the elevated soil metal <br /> concentrations on portions of the site. The results of this investigation,which confirm that <br /> VOCs and elevated metal concentrations are present in soils and VOCs are present in <br /> ground water, are discussed in Section III,Verification Soil and Ground-Water <br /> Investigation. It appears that contamination is not as extensive on the eastern portion of <br /> the parcel, as suggested by shallow soil contamination and ground-water contaminant <br /> concentrations below detection limits. This report discusses recommendations for further <br /> site characterization and mitigation with the purpose of facilitating development of the <br />
