Treadwell&Rollo
•
4.4.5 Reduction of Toxicity/Mobility/Volume
The Collection and Treatment Alternative and the four Treatment Alternatives will all achieve a
reduction in contaminant toxicity, mobility, and volume through either the removal and treatment
of contaminated groundwater (Collection and Treatment, Vacuum Extraction), or the in situ
destruction of contaminants (Ozone and Air Sparging, Hydrogen Peroxide Injection).
The No-Action and Monitoring Only Alternatives do not provide any reduction in toxicity,
mobility, or volume.
4.4.6 Implementability
All of the treatment alternatives considered are implementable. Variations in the degree of
implementability do exist, involving differences in the amount of above-grade construction
required to operate the various systems, the need to obtain NPDES permits for the Collection and
• Treatment Alternative and air permits for the Vacuum Extraction Alternative, and the degree of
hazard associated with the Hydrogen Peroxide Injection Alternative.
The No-Action and Monitoring Only Alternatives are implementable.
4.4.7 Regulatory Acceptance
Collection and Treatment and each of the four Treatment alternatives have received regulatory
acceptance at many sites throughout California and elsewhere. Air sparging and vacuum
extraction is currently being performed at Area 16, under permit from the SJCEHD.
It is unlikely that the No Action Alternative would receive regulatory acceptance. Monitoring
Only would be acceptable at areas without groundwater contamination, but unlikely for those
with known contamination.
•
36
25970318.PGS 15 November 2000
