PHS/EHD has the following comments for your review and response.
The work plan proposed two scopes of work, the first to advance six soil borings to collect soil and
grab groundwater samples and the second to drill and install three monitoring wells.
The six soil borings will be advanced to approximately 30 feet below ground surface (bgs) using
direct push equipment. Soil samples will be collected at five foot intervals or at changes in lithology.
PHS/EHD staff recommends that at least two of the six boreholes be advanced continuously, so that
lithological changes may be observed. One grab groundwater sample will be collected immediately
upon entering the saturated zone. Due to the narrow diameter of direct push borings, all boreholes
will be destroyed using neat cement placed from the bottom of the borehole using a tremmie pipe.
The analytical results obtained from the direct push investigation will be used during the selection of
locations for the proposed monitoring wells. PHS/EHD also suggests that the well construction
details be finalized following evaluation of the lithology encountered during the direct push
investigation.
PHS/EHD staff shall be contacted to discuss the selection of the soil samples which will undergo
laboratory analysis, following the completion of the proposed field work.
A permit has been issued to perform the direct push investigation. Once this scope of work has
been completed and the results available, please submit an amended site map and a permit
application and $89 fee, indicating the location of the proposed monitoring wells. Please call
PHS/EHD staff when scheduling field activities with the licensed contractor, so that site inspections
may be scheduled.
If you have any questions, please do not hesitate to contact me at (209) 468-0337.
Donna Heran, Director, REHS
/Environmental Health Division
Mary Meays, Senior REHS Margaret Lagorio, REHS
Site Mitigation Unit Supervisor
enclosure-permit
cc: Pat Anderson, Central Valley Regional Water Quality Control Board (w/o enclosure)
cc: Martin Clark, State Water Resources Control Board - Cleanup Fund Unit (w/o enclosure)
cc: Drew Van Allen, Smith Technology-ATC Associates (w/enclosure)
A Division of San Joaquin County Health Care Services
