The proposals submitted by these <br /> consultants contained a different scope of work,however verbal approval of the above pre- <br /> approved scope of work was obtained from Mary Meays of the San Joaquin County Public Health <br /> Services Environmental Health Division(PHS/EHD). The costs presented by each of these <br /> consultants are within an acceptable range to be considered equal as the low bid for completing the <br /> scope of work required and approved by the PHS/EHD. <br /> • The actual costs and scope of work performed must be consistent with the pre-approval for it to <br /> remain valid. <br /> • The work products must be acceptable to the County and the Regional Water Quality Control <br /> Board. _ <br /> • If a different scope of work becomes necessary,then you must request pre-approval of costs for the <br /> new scope of work. <br /> • Although I have referred to the Smith Environmental proposal in my pre-approval above,please be <br /> aware that you will be entering into a private contract:the State of California cannot compel you to <br /> sign any specific contract. This letter pre-approves the costs as presented in the proposal dated <br /> August 22, 1997 by Smith Environmental for conducting the work requested by the County for <br /> implementing the Soil and Groundwater Investigation. <br /> I also want to remind you that the Fund's regulations require that you obtain at least three bids,or a <br /> bid waiver from Fund staff, from qualified firms for all necessary corrective action work.
