SECTION 2 <br /> BACKGROUND AND SITE RECONAISSANCE <br /> The subject property is being considered for purchase by Home Depot for development as a <br /> planned retail shopping center. The property is located on a nearly level plain that borders low <br /> foothills to the south, and is situated in the western part of the city of Tracy, in San Joaquin <br /> County, California. The vicinity of the property is characterized by agricultural land with some <br /> commercial development to the east and south. <br /> The overall property consists of an irregular-shaped parcel occupying approximately 19 acres, <br /> extending to the north of West Grant Line Road and east of Naglee Road. The subject property is <br /> bounded on the south and east by commercial property, to the north by agricultural land, and to <br /> the west by a rural residence and agricultural land. The property has been agricultural land <br /> planted in hay, alfalfa, or row crops through the present time. No structures are known to have <br /> been located on the subject property(WESTON, March 1999). <br /> In March 1999, WESTON completed a Phase I environmental assessment on the adjacent lot where <br /> a Home Depot retail store is planned. This Phase I assessment concluded that the adjacent lot had a <br /> lows potential for contamination based on historical land use and a database search of reguiatory <br /> agency files. No records of environmental incidents for that property or the subject property existed <br /> in any of the databases searched. Three LUST sites are located within a half mile to the east <br /> (crossgradient) of the subject property. None of these sites are expected to have impacted the <br /> subject property. <br /> The City of Tracy Planning Department required that an assessment of possible elevated <br /> pesticides/herbicides and petroleum hydrocarbons be conducted prior to development of the <br /> property. The attendant Phase II investigation conducted by WESTON in May 1999 indicated that <br /> no petroleum hydrocarbons or volatile organic compounds (VOCs) were detected in site soil or <br /> groundwater. Trace concentrations of the herbicide Dalapon (2,2-dichloropropionic acid) were <br /> detected in one composite surface soil sample. However, no significant concentrations of <br /> chlorinated pesticides or herbicides were detected in soil or groundwater. <br /> At the time of the additional Phase I site reconnaissance 21 July 2000, the subject property was <br /> vacant of any building structures, and consisted primarily of fallow agricultural land formerly <br /> planted in hay or alfalfa. Two electrical transmission towers are located on the eastern boundary of <br /> the property, within a Pacific Gas and Electric (PG&E) Company easement that crosses the eastern <br /> and southern portions of the property. An underground PG&E high-pressure natural gas pipeline <br /> exists within this easement, thirty-feet south of the transmission lines. Additionally, a sewer <br /> manhole is present in the eastern part of the property, associated with a City of Tracy sewer <br /> easement crossing the southern and eastern portions of the property. A Chevron gasoline and diesel <br /> fuel pipeline is present adjacent to the southern border of the subject property, along the north side <br /> of Grant Line Road. Any leaks that may have occurred from this pipeline could potentially have <br /> impacted soil and/or groundwater in the southern portion of the site.
