SECTION 1 <br /> INTRODUCTION <br /> This report presents the results of additional Phase I and Phase H environmental site assessments <br /> performed by Roy F. Weston, Inc. (WESTON®) at an undeveloped property in the city of Tracy, <br /> San Joaquin County, California. The property is located approximately 1,000 feet northwest of <br /> the interchange of West Grant Line Road and Interstate 205, and northwest of the intersection of <br /> West Grant Line Road and Naglee Road (Figure 1) and consists of approximately 19 acres. It is <br /> our understanding that Home Depot, U.S.A., Incorporated (Home Depot) intends to purchase the <br /> subject property with the intent of developing it into a retail shopping center surrounding the <br /> proposed Home Depot retail site previously assessed. <br /> The purpose of the expanded Phase I was to determine if any additional environmental liabilities <br /> associated with the subject property currently exist that were not previously identified in the <br /> initial Phase I investigation. The purpose of the expanded Phase H assessment was to determine <br /> whether recent or past practices at the site and adjacent areas, including possible use of pesticides <br /> and/or herbicides, have impacted soil or groundwater. The Phase H assessment was conducted in. <br /> general accordance with the scope of work described in WESTON's work plan submitted to San <br /> Joaquin County Health Services in August 2000. <br /> WESTON performed the expanded Phase I site investigation on 21 July 2000. The investigation <br /> consisted of a site reconnaissance for any evidence of potential environmental hazards that <br /> currently exist or have existed in the past on the subject site. Regulatory agency database <br /> searches, and reviews of historical aerial photographs were conducted by WESTON in March <br /> 1999 during the Phase I investigation for the adjacent parcel. Therefore, a complete Phase I <br /> investigation is not considered to be necessary for the subject property and a site reconnaissance <br /> will be sufficient to characterize any additional potential liabilities associated with these <br /> additional portions of the proposed development. Observations made during this site <br /> reconnaissance are included in Section 2. <br /> The Phase H assessment field work was completed on 22 August 2000, and consisted of the <br /> following activities: <br /> • Advancement and soil sampling of four direct push borings to a maximum of 16 feet below <br /> ground surface(bgs). <br /> • Collecting grab samples of the shallow groundwater encountered within the borings. <br /> • Collecting composite samples of surficial soils in three areas of the property. <br /> G:home\clarkeb\projects\homedepo\tracy\addpI&2.doc I-I October 2000 <br />
