EXECUTIVE SUMMARY <br /> In December 1998, Roy F. Weston, Inc. (WESTON®) performed a Phase II environmental <br /> assessment at a property under consideration for a potential Home Depot store site in the city of <br /> Tracy, San Joaquin County, California. The objectives of the Phase II were to evaluate potential <br /> pesticide and herbicide impact to soils and groundwater associated with past agricultural activity, <br /> and evaluate possible petroleum hydrocarbon impacts to soils and groundwater associated with <br /> pipelines operated in the vicinity. <br /> The subject property is nearly square and covers approximately 12.8 acres, and adjoins the <br /> northwest side of the intersection of West Grant Line Road and Naglee Road. The property is <br /> located northwest of the West Grant Line Road and Interstate 205 interchange. The Home Depot <br /> site is part of a larger commercial development that extends north, east, and south from the <br /> proposed Home Depot property. <br /> In March 1999, WESTON completed a Phase I environmental assessment on the subject property. <br /> The Phase I assessment concluded that the property had a low potential for contamination based on <br /> historical land use. However, the City of Tracy Planning Department required assessment of <br /> possible elevated pesticides/herbicides and petroleum hydrocarbons attendant to development of <br /> the property. <br /> At the time of the field investigation on 12 May 1999, the subject property was vacant of any <br /> building structures, and consisted primarily of fallow agricultural land formerly planted in hay or <br /> alfalfa. Two electrical transmission towers are located in the southern part of the property, within a <br /> Pacific Gas and Electric (PG&E) Company easement that crosses the southeastern corner of the <br /> property. Additionally, a sewer manhole is present in the central southern part of the property, <br /> immediately north of the power line towers, associated with a City of Tracy sewer easement <br /> crossing the southeastern part of the property. A small amount of debris is present on the ground <br /> surface in the area between the two power line towers. A shallow ditch drains towards the west <br /> from the vicinity of the towers. Some empty plastic drtuns are stored along a barbed wire fence at <br /> the rear of the adjacent residential yard, which lies within the western, south edge of the subject <br /> property. <br /> The Phase II sampling program consisted of advancing three direct push borings to a maximum <br /> depth of 16 feet below ground surface (bgs), sampling of soil and groundwater encountered <br /> within the borings, and collecting composite samples of surficial soils in three areas of the <br /> property. <br /> The samples were analyzed for the following constituents: <br /> • Three soil samples from the borings were analyzed for total recoverable petroleum <br /> hydrocarbons (TRPH). <br /> SAwhc\wp\shared]\projects\homedepo\tracyph2.doc ES-1 July 1999 <br />
